Because 99% of the time he is okay with it, but he really isn't. The closer and closer and stronger the relationship gets, he will probably start to resent being friend zoned more and more. Relationships are dynamic.

I agree that they're dynamic, but you're assuming that they also can't develop a more brotherly/sibling type relationship too. Maybe I just have good luck finding that 1%. Who knows. But I tend to think your 99% is a high, high estimate.

If it's addressed early on then how is it ignoring? If he says he's okay with it I'm going to take his word for it. Otherwise that's on him.
