Of course he is. The Super Bowl argument is ridiculous. A great QB can be on a shitty team and not win crap.
Teams win Super Bowls and a QB is a very important part of a team, but not the whole team.
Without Manning those teams wouldn't have even sniffed Super Bowls.

I mean is Dilfer can win a Super Bowl behind a great defense, it wasn't rocket science to think Peyton could.

one can make a case that he is the best NFL qb to come out of the SEC. But, he wasn't the best college QB even while he was in college. And, neither was Joe Montana.
