Partner in my firm that is pretty connected with the Fins told me this last Monday.
Browns tried to get Gus last year as well. He isn't going anywhere though.
Philbin is probably about 55-60% that he is back next year right now. Harbaugh apparently has tried to reach out to the Fins, but been rebuffed. Ross has stated he isn't interested in being used as leverage for Harbaugh and still plans to bring Philbin back right now.

I know more than you. A lot I would guess.
Not because I'm connected, but because I live here and listen to two hours of local sports radio whose primary focus is the dolphins every day while commuting.
Also, owner of my firm is well connected. Only has club seating season tickets for over a decade and suites at games when he choses.
