Actual new rules for 2014 season

The following rule changes have been made by the NCAA Football Rules Committee for the 2014 season:[2]
Modifying the "targeting" rule enacted for the 2013 season whereby if a targeting ejection is overturned on review, the 15 yard penalty will be overturned as well, unless the foul was committed in conjunction with another foul (such as an above-the-shoulders hit on a quarterback not deemed as targeting, a roughing the passer penalty would still apply).
Allowing all conferences the option to implement eight-man officiating crews. The Big 12 Conference experimented with eight-man officiating crews during the 2013 season.[3]
Modifying the 15-yard "Roughing the Passer" penalty to include hits (including lunging and/or rolling) at or below the knees from defenders that are not fouled/blocked into the quarterback, not engaged in tackling the quarterback, or are rushing unabated to the quarterback (similar to the NFL's "Tom Brady" Rule adopted in the 2009 NFL Season).

At least they reversed the ejection. They upheld the one on Everett in the Rice game which was far less of a hit.

Really happy about the first rule change listed, although it should have been common sense in the first place for last season.
I'm not that knowledgeable about the officiating crew part, is this an extra crew member and if so what's his responsibilities?

We all agree that its good news on the targeting reversal.
The roughing....the refs might be flag happy. There's a lot of crap going on and the Defensive guys can be rolled into the QBs inadvertently. We shall see on this one

The targeting rule change should be called the uga amendment seeing as though we were the most fricked by that shitty rule.

I'm curious how they will judge running "unabated" at the QB. Seems like the biggest grey area in this rule.

I'm sure it will show up a few times in early games. I don't like adding rules with huge grey areas of enforcement.

The rule states "unabated" so in your scenario it shouldn't be called. Plus the QB must be in a throwing posture. Seems like it should be fairly easy to get right.

I have a bad feeling about this one. Especially for anyone who has some decent DEs who get off the edge with any kind of quickness.

SCAR had three targeting calls overturned last year. That was more than anyone else in the country and I understand they used them when reviewing the rule.
It was a bullshite enforcement policy in the first place. What made sense about overturning the call but letting the yardage penalty stand for the what ... past two or three seasons? What took them so long to change it and make it right?
The rule itself is a good one. Do is the new one protecting the QB IMHO. Way past due.

No team was screwed over more than Georgia by the targeting rule last year. Anchor down!

Hell ... SCAR had two overturned the season before last and worse ... one of those came in a game in which the opposing team actually targeted Justice Cunningham and was not called for it.
The rule is too dependent on bang bang judgement calls by the refs. Make the frickin' call, leave it up to replay to decide and if no call is made let the tefs in the booth stop play and make the call.
