He clarified that big states like Cali put bigger numbers in, from a larger population.
He was talking about per capita.
Edit: I see the downvotes. Go watch again and listen carefully as he literally says the words “per capita” and uses the California example I gave above.

Louisiana is in the top 10, maybe top 5, but there are several states with more.
