I mean winning a championship should carry a lot of weight. Florida is the answer.

Head to head does matter but the Gators play in a much harder conference.
A lot of those ACC wins came when the conference was not that strong. Much like Bowden's wins in football.

Baseball is a tough one to determine on which program is better than the other when it comes down to comparing programs such as Florida and Florida State. My answer would be the Noles despite no national title compared to the Gators’ one title.
Oklahoma State baseball is way better overall than Oklahoma historically despite the Sooners leading in national titles, 2-1.
Here is a good comparison:
Florida State has 24 CWS appearances to Minnesota having 5. Seminoles have ZERO titles but the Gophers have 3, with their last CWS appearance being in 1977.
USC, LSU, Texas are the clear top three historically. Arizona State and Arizona might round out the top five. After that, the rankings get interesting based on one’s own criteria.

FSU has no titles but has blamed espn for their shortcomings more times than Florida
