He's a player that Tennessee backed collectives paid money to in order for him to go to Tennessee. UT is currently under investigation by the NCAA for doing so as that breaks the only rule the NCAA has for NIL contracts.
The state of Tennessee is suing the NCAA to try to make it so paying a player to attend a school is not banned anymore. Rather than try to deny the charges of paying a player to play at their school, they're trying to make the offense they committed acceptable.
For some reason, a few UT fans find that something to brag about (like the OP in this thread).

Anything the NCAA does which inhibits a player from getting paid runs afoul of the Sherman Act.
