Yes of course schools are talking to players prior to them entering the portal. Riley supposedly was one of the worst. OU fans stated he was doing this. He’s not stating anything earth shattering.

He is not a good coach and knows it. He has to do something to feel good about himself and throw up a smoke screen for the program’s financial backers. These rants and blotching he is doing it is his way of attempting to do that. If he does enough, he hopes the backers don’t see what a poor job he is doing for several more years and he can pad his bank account just a little more before he does the same thing he did at Florida. It is about retirement time anyway.

all programs cheat. NIL didn't solve everything on that front, there's kids that want the tax-free money. There's kids that pass classes without being able to read, because they can ball. There are still boosters going rogue, sometimes you don't even know everything as the coach. You start calling people out, shite's gonna come back around on you.
This is NOT the topic a coach needs to bring up, right after signing a huge class.

In other news, The Grambling Volleyball coach cut the entire team and plans on using the portal to import an entirely new roster.
