Okay I gotcha. So anyone already in the portal can go wherever they want. Can they commit anytime between now and the spring or do they have to wait until the spring period to commit?

The portal still doesn't close until January 2nd, 2024 for the winter opening. Not sure where someone got that it closes this week, it opened December 4th and stays open for 30 days in the winter (closing on January 2nd).
The spring portal is only open for 2 weeks from April 1st to the 15th or something like that.
So KJ still has almost 2 weeks to land somewhere in this winter portal opening

So far we've landed 2 OL, 1 DB, 1 QB, 1 TE and 1 kicker.
It appears we've missed out on at least a dozen guys.

We do have the QB and TE as well.
But, yeah, our highest rated transfers would be near the bottom of Ole Miss' class. And our average transfer rating per player is second worst in the SEC, next to MS State (not counting AL/GA, who have yet to pick someone up).
We're getting absolutely worked right now.

No one wants to come to a program where the coach is another bad season away from being fired.
Uncertain instability of the program scares people.
Arkansas is better off firing Pittman because the new coach would have given Arkansas better momentum in the transfer portal.
So rival programs have been using that type of negativity that Pittman could lose his job next season. You don't want to go to Arkansas where he could be fired, a new coach comes in and cleans house. Enter the transfer portal again and start from the beginning after one year.
Money could be a reason but it is so easy for a player that has been in the portal, looking around and not pick Arkansas. Go to a program that offers just as much money but much better stability.

for some odd reason, I am not worried a bit... yet. Baugh was a 3* that we recruited as a RB... This is not a position that is hard to find, if you have a decent Oline.
That is the ONE position that we must shore us, and we have time to do so.
With BP running the Offense, and a better Oline situation.. we will improve imho. We shall see, perhaps I am an idiot, but I don't think so yet...

Don't let them spin this into not enough NIL money being provided by the fans to recruit.
