I think some refs give that signal, but it's not correct. Over the back is a slang term. No actual call for it. It's basically a push. You have to do something to gain the advantage. Jumping and reaching over, or simply being taller or longer and going straight up is not a foul.

Technically you’re correct, there’s no “official name” for that or for reach-in fouls. You’d have to just call push or hold on everything. Practically speaking, everyone knows what reach-in fouls and over-the-back fouls are, including refs. Funny that refs have used a symbol for it even though technically it’s just another form of a pushing foul.
