The No. 1 seed would be the highest-ranking BCS Power 5 champion. The No. 1 and 2 seeds get a bye. There’s also room for a top-ranked, non-Power 5 team like Notre Dame, and a worthy Group of 5 champion. On the first Saturday of December, instead of playing conference championship games, the playoff begins.

it is broken when the same teams get in every year by playing cupcake schedules and passing the committee's eye test.

the format should encourage good matchups like the original bcs that awarded heavily for strength of schedule. The one we have now encourages beating up on bad teams.

Champion of each power 5 conference gets in regardless of total win record (champion is the one who has the best conference record; aka, no more conference championship games). The 5 next best power 5 teams get a bid, and last is two of the best independents and Group of 5 as a whole. That way everybody gets in and there would be no legit excuses. 12 teams total.

As long as we have 10 FBS conferences the playoff system should allow every conference champion to play for the national title. Otherwise split the Power 5 and Group of 5 into two divisions. (Oh, and "independents" need to join a conference, or in the case of the smaller ones go back to FCS)

Sucks. Twiddle it down to four 16-team conferences. Four conference winners get in. Use AP poll for seeding. That's a de facto 8-team playoff with the conf championships. Force ND to hold a reverse auction to buy their way in.
