I've gotten a warning for it before.

I don't think anyone has ever been ticketed for that.

Translation: It has never happened to me. Ergo, it is not real.

Not so much. Tex. Trans. Code § 521.054(a) & (b)

In Harris County, the fine is $75.00.

legally you should have a Texas DL if you have been here 90 days.

Hank, I thought you were a lawyer or something.

The statute clearly states military and full time students are exempt.

Agswin, you are looking at the statute or Administrative Code provisioin for vehicle registration. Rule 15.54(2)A)(v)

The near-parallel statute related to driver's license DOES NOT include a student exemption, only military and agricultural equipment. Tex. Transportation Code Section 521.027 (Persons Exempt from License Requirement)

Why are you arguing this point? It is crystal-clear.

How can I be a nonresident and have to get a license? Are they saying I have to change my permanent address as well? Otherwise I'd have a TX license with an SC address on it and that doesn't seem right.

The law is for new permanent residents. You're exempt as a Non-resident visitor (student), just like everywhere else.
