Smart didn't actually confirm that everyone had already qualified. According to the couple of articles I've read (neither contained a statement in quotes) he said that he expected everyone who signed to show up and be eligible when they arrive this summer. That could mean that some have not qualified yet, but are doing well enough that he believes they will before the summer is over.
