More likely sunburn blisters that filled/mixed with sweat. I had that once after a really rough sunburn and it was a little fricked up looking. The blisters and moisture take on an almost watery honey like tint. It looks a lot worse than it really is until it starts peeling. The bigger problem is the long term damage these kinds of sunburns do to your skin. Like I said, get a good dermatologist now because he's going to eventually start to have suspicious looking dark freckles and moles (under the surface of the skin) that pop up here and there and have to be investigated for skin cancer when he's in his 30s and 40s.
