The first transfer was a reverse lateral behind the LOS so a forward pass was still allowed. You can throw it backwards as much as you want. But you only get one forward pass per play.
Think of a flea flicker for example, reverse lateral followed by a forward pass

It wasn't illegal. He was behind the LOS.

Targeting is not called if it is an eve of a holiday in an even number year that is not a leap year and a player is lying on the ground on a play in which the snap was fumbled and ……
