I can tell you've never played football at any level. There's only one thing you can wear on a football field to prevent knee injuries, but it also limits mobility (knee brace like many O-linemen use)
The knee pads that slip into football pants are barely a quarter inch thick and only get in the way when you're trying to hit top speed in full pads. At best they cushion the blow a little bit if you catch a helmet directly to your kneecap, but that's about it.

Its not to reduce serious injury, its to prevent the nagging skin damage the player will get dragging his knee in the dirt or turf.

These kids play flag football on defense compared to the bonecrushers that we grew up watching. The pads and uniforms reflect that.
