Who does the most with the least?

A comment from the Rifle thread got me thinking of who does the best in the SEC relative to :
a) Athletic budget
b) State population
c) Living alumni - or some metric based on the size of the institution
d) Other factors such as climate or locational bonuses
Vandy is a wealthy school
Florida and Texas are located in huge states
Mizzou in a colder climate may have recruiting issues for late fall and early spring sports
Arkansas has the state all to itself and does not have to compete for state funding

Alabama & South Carolina have roughly the same population levels.

Vandy is a wealthy school but does not have a big athletic budget. That money goes towards academics. The correct answer right now is Vandy

Alabama isn't a factor in this. Alabama is more of a "does most with the most" deal.

Texas A&M, LSU, Florida, and Alabama have no business being mentioned I this thread. Does Georgia produce a lot of good football talent?
