1) Better players
2) ADs actually caring about basketball

Fans actually caring about basketball would help. I'll stick with football though. I would rather be dominant at that.

Better coaches.
I don't think we lag behind as much in the coaching department. The SEC has some solid coaches. Cal, Billy D, Grant, Stallings, Anderson, and both Martins are all good at what they do.
CBB is a guard oriented game though, and the Big East gets plenty of kids from NYC, Philly, DC, and Chicago who have been focused 100% on basketball since they were 8 years old. In SEC country, we have athletes who happen to be basketball players. In the NE they have basketball players who happen to be athletes.

The Bama loss to Cincy was gut wrenching.

It all starts with fan support. If no one goes to the games thats a sign to the administration that no one cares. It also shows players no one cares. People want to play where basketball matters. Thats why SEC football is the top destination for the best football prospects.

Look back to the 90's. Arkansas, Florida, Kentucky, Bama, LSU, Vandy all had moments of relevance. MissStake and OM could beat you on a given night, even the bottom teams were occasionally decent. The league got top heavy with the demise of the Razorbacks. UK stayed close as did Florida. UT had their moment, but the SECW hasn't produced a national title contender in well over 10 years.... in that time the SECW has dominated college football. Shift of focus....and I don't know if that is easy to get back.
Mizzou and TAMU will bring solid teams to the conversation but still not title caliber teams. I don't think this problem is easily fixed, but Ark, Bama, and LSU may have the men in place to fix the problem. They all 3 seem to be showing improvement. Time will tell I suppose.

Be patient.....LSU is building

We have Duke's former AD. He sucks at everything else, but we are building quite well ATM.

and I forgot to mention facilities. I haven't been to all the SEC facilities but Coleman colliseum is a dump, the Hump is a joke, and Vandys whatever they call it set up is plain stupid. BWA is a mecca for basketball but the hogs don't have a true practice facility and that seems to be a big deal these days. OM has one but their area is a laughter.

A major issue is that most kids in the South that are elite athletes don't play basketball, they play football and run track generally. Texas used to be the same way until about 20 years ago and now you have a lot of elite basketball players coming out of Texas. It's also common for a lot of the best players (like RSJ and Derrick Griffin this year) to be 2 sport stars. Mike Evans was a converted bball player as well. It all starts at the HS level. That talent fed into the Big 12 becoming a much better basketball conference than it once was. The Houston area especially has a lot of Bball talent.
Aggie basketball was all that kept us sane during the disgusting decade of the '00s. Of course now that the football team is good again the interest has tanked but part of that was we got a little spoiled.
The other half is just spending the money on the facilities and such and most of the SEC schools are doing that but could easily step up their game to be elite in facilities. Basketball is CHEAP compared to football in terms of doing so, the needs are just far less and very few of even the elite basketball programs really have "Wow" facilities.
Still, the end problem is the elite bball talent isn't located in the South for the most part and kids don't grow up playing basketball nearly as much as other parts of the country. Obviously there are exceptions to that rule though.

You have to have support from the AD and boosters with deep pockets to build facilities up and attract better recruits. Billy D. has 110% support from Foley, our AD, and he works his butt off recdruiting and evaluating talent.

High School coaches in the south tell the elite athletes to get the hell off the hardwood and onto the football field
