Chicken, drones under 0.55lbs must have a remote ID. They could easily communicate with ATC
BUT this should have been a no fly zone with a set perimeter and only those that request and are granted access by ATC would be allowed take off. The ATC can intercept the signal and ground the drone.

I had clearance and a part107 license to fly it but it took me ten minutes to get it cleared to fly above 20ft to survey waterfront property down there.
