ARTICLE 9
b. When an offensive player is in a passing posture with one or both feet on
the ground, no defensive player rushing unabated shall hit him forcibly at
the knee area or below. The defensive player also may not initiate a roll or
lunge and forcibly hit this opponent in the knee area or below. [

Neither should be...however, in the top one the QB still has the ball in his hand when contact is initiated. In the bottom one, he has already released the ball and the defender chose to lunge at the QB, putting his eyes where he could not determine if he still had the ball or not. If they were going to call one of them roughing, it would make much more sense in #2 than in #1.

RTP is subjective, according to the ref that calls it. for instance, the 1st one would have resulted in targeting call and immediate ejection if the defender wore red and blue.

And in doing so the crown of the helmet went straight into the QB's chin. IIRC, Burrow had a bloody mouth after that play.

It was actually similar to White's hit on Fitzgerald, and tRant defended that one as targeting. You're letting your biases get in the way of objectivity.

Neither. They’re both clean hits. The enforcement of contact rules is bullshite across the board.

Well...the knee bone's connected to the..thigh bone. The thigh bone's connected to the...hip bone...so I guess it's close to the knee that way.

In the NFL the QB might as well wear a flag. If you're a good passer in a few years you'll be able to play in the league. Stand back there with ease, they won't be able to touch you.

The physicality is being taken out of the game. Dick Butkus would get arrested today.
