What if they changed the targeting rule?

Hey guys, happy new year!
Long story short:
I got high the other night and had a thought...
Instead of the punishment being an ejection and suspension for the next game's half... what if targeting was treated like a "power play" situation, similar to hockey?
The penalized player has to sit out for the next 2 drives AND his team has to play with 10 players, against the opposing team's 11...
Am I dumb? Did this sound better in my head?
Questions, comments, concerns?

This would probably impact the game more than tossing a player.
Football is schematically a numbers game. Making one team play a man down for even 2 plays is huge

The Delpit ejection is a prime example of why the targeting rule needs to be changed.
