Semantics. Immediate Active means you're considered active duty the moment you commission. Those are usually your Gold Bar recruiters waiting for their BOLC date. Of course May dates of rank are all pushed to one day after the USMA graduation date.
Active Duty means your BASD (Begin Active Service Date) doesn't start until 48 hours prior to the start of BOLC.
Using me as an example, I commissioned on May 13, 2000 as an active duty contract. Since my SOBC start wasn't until 11 July, my BASD was 9 July even though my PEBD (pay entry base date) was 13 May. So for PAY purposes, I have 14 years in already. For PROMOTION purposes, I don't hit 14 years until July.

Gotcha. And...
Most won't notice this, but I'm genuinely happy to see the "WTF West Point?" attitude alive and well. I liked all of them individually that I met, but the system was and apparently still is skewed to pander to those guys.

Everything evens out at Captain. That's why Lieutenant OERs are masked after that.
Interestingly enough, in the first unit I deployed to Iraq with, one of the superstar company commanders who was #1 in his class at West Point and a platoon leader in the 75th as a 2LT made his intent known that he was leaving the Army back in 2004. (He was a '95 graduate) There was pretty much an EMERGENCY meeting of all of the West Point graduates on Ft. Carson, to include the BDE Commander, Post Commanding General, and even the Vice Chief of Staff called to try to persuade him otherwise. He had just had enough of the BS.
In my limited experience guys like him, who are almost flawless leaders are not the ones that you see make General Officer. They are the ones the leadership and Soldiers alike want to make GO, but they reach a breaking point the more they see the murkiness that starts to happen at the senior Captain/junior Field Grade level and decide they want no part of it.
He would probably have been BZ to Major and BZ to Lieutenant Colonel and on his way to BZ to Colonel right now if he was still in.

Well... when I was in (and as far as I know this is still true) there had never been a single Engineer officer promoted to BG who did not attend the USMA. Not that I ever could have or intended to make a career of it, that always just seemed weird to me. In the entire history of the Army? Really?
There was some nonsense favoring USMA guys at my EOBC that makes a funny story, but that was well before Captain days and in the long run was meaningless. It was just funny to see the clique in action.

BG Deluca graduated from UPenn
BG Farnsworth graduated from Norwich
MG Greene graduated from Rensselaer Tech
BG Jackson graduated from Clemson
BG Kaiser graduated from Marquette
BG Savre graduated from Wisconsin-Stout
BG Turner graduated from Central Missouri State
BG Wehr graduated from Santa Clara
MG Yenter graduated from Nevada-Reno
The only active Aggie Generals are BG Hurley '85 and MG Wyche '82. There's another GO who has a masters from A&M but his bachelors was from UH.
and I was wrong earlier, our Brigade Commander at the time was a Texas grad...but he was a good commander, so I won't disparage him for that.

The most senior one of the officers I mentioned is YG82.
Here's something interesting I noticed when looking up the bios: When I was in USAREC, I thought that our CG was an AG officer. Turns out MG (now LTG) Bostick is an Engineer (YG1978). Another interesting tidbit is that my Brigade Commander at the time is now the first officer to make GO that commanded a Recruiting Brigade.
