Here's what he said on Rece Davis' podcast

But the SEC is vastly different than the NCAA when it comes to the legal claim that the plaintiffs are advancing. It is not going to be possible for them to sustain that claim.”
“Now, we have a temporary restraining order, which by definition is temporary,” Mars continued. “The judge in the Baton Rouge case is going to be under immense political pressure to rule in favor of the plaintiff. There's no doubt about that. But that's not necessarily going to be true at the next level, the Louisiana Court of Appeals. Why? Because they're elected to 10-year terms, whereas district judges are elected to six-year terms. And appellate judges, whether they're in Louisiana or Montana or Arkansas, are different than district judges.
They are obsessed about the law, following the law, and they know that in this case, the people of Louisiana expect them to apply the evidence and the law. And there's one other thing that's unique about Louisiana courts. The court of appeals in Louisiana can review the facts, the evidence, the facts in the record, and the law. Whereas in almost every other state, I'm not sure there's another state that does this, in Georgia and Arkansas, where I'm licensed, the Court of Appeals has to give great deference to the trial judge's findings of fact. Not so in Louisiana.”
The Court of Appeals in LA upheld the trial court's order.
The problem with Mars isn't that he's dumb (he's not at all). He's proven to be a very good trial attorney for his client's. His problem is he's begun to like the smell of his own farts a little too much with the little but of fame he's acquired in recent years. He thinks his legal conclusion on an issue is the only conclusion. As a trial attorney he should probably know better than to make black and white guarantees on how a case will play out.

He didn’t say anything at all about the Sec’s lawsuit. He said the TROs would be nullified.

He didn’t say that. He said your kangaroo court would rule exactly as it did. And the SEC case would scare lsu into submission.

Eh I don’t care. He said they wouldn’t play for lsu and they aren’t.
It was clearly a ploy to highlight the protect college sports act. Generate massive buzz so the casuals pay attention then spam them with the solution. The Saban commercial promoting it and the Ted Cruz appearance on Gameday makes me think it was calculated. LSU never intended to play those guys.
Kiffin has always been willing to break rules in an exaggerated fashion to get rules changed.

Don’t necessarily disagree that’s plausible given Kiffin’s past
