Yup, why replace a FREE high quality source of pro-ready players, with a version you have to bankroll.

Tried it with the World League of American Football and lost their arse. Plus NIL pays the top guys way more than a minor league could. The only possibility would be the CFL or USFL dropping thier minimum age and letting 19-20 year old play, but don't know if they would

They wouldn't, but colleges could refuse to continue down this ridiculous path and force their hand.

Having another option for the four and five star level players after high school other than D1 ball has been something that I’ve been intrigued by for a few years now, more so now than ever. These kids are already semi-pro by just about every definition. Knocking the top tier talent level down a notch and getting (mostly) kids that actually want to be in school is a sacrifice that I’d be willing to make.

Who do you think has more leverage with the kids, the NFL or Colleges? That is why CF will bend over and take it.
