Clearly there is a reading comprehension problem here. He didn't say that individuals with rims/tattoos have failed, simply that as institutions, you have an obligation to educate athletes as to financially responsible behavior. Spending money on unnecessary things like this (particularly for those who claim to not have enough money to have a decent standard of living while playing collegiate athletics) would not constitute financially responsible behavior. At least not until the paychecks they're receiving have a lot of zero's (and realistically even then, though a case could be made that at that point discretionary income can go to whatever you value).
