This is tampering if there ever was a case of tampering. Tennessee should be heavily penalized, by the NCAA, if Leavitt has already agreed to go to LSU and now Tennessee is trying to take him away from them.
It doesn't matter what else is happening in recruiting, the tampering has to stop.
