Doing something is exactly what they want people to do. The more likely that in someway someone will deny their rights, the more likely they are actually going come. They put these feelers out there by saying they are going to go somewhere, then when they think they can make some money on a location they come. Usually they don't.

Not so much in monetary sense but in publicity. The threat of them showing made people organize to try and keep them out when I am pretty sure no one from WBC ever showed up or really even planned to.
