The refs shouldn't dictate anything. If the offense wants to start they should be able to start.

This is great! It will help prevent the officials form missing infractions due to being out of position.

The refs should use a methodical pace. Do NOT hurry up for HUNH teams. Make sure all the officials are in place to make the correct calls, then signal the ball in play.

Teams don't get to go as slow as they want, or else the offense would get a delay of game. Why should the refs have to sprint everywhere for finesse offenses?
