To make matters worse for Georgia, Atlanta has one of the fastest growing resettled refugee populations in the entire country. Getting swamped with migrants from the middle east.

It's less than 4,000 adults, and less than 20,000 children from what I have found. Still obscenely low. Note that their definition of welfare is pretty darn narrow, and doesn't include any federal benefits, only state of Georgia TANF benefits (not food stamps).

I think I remembered reading something that said if you don't take the delta into account in these rankings that Mississippi would be middle of the pack in education, obesity and income.

With the exception of New Mexico who jumped up the list due to the huge influx in poor immigrants and an explosion of meth usage, basically the same 10 states have been at the bottom of most lists for 50 years. Poverty is generational and thus the problems associated with it are as well.
