I mean, yeah, probably. After you get past the elite group there is a group of “pretty good” where anybody can really beat anybody.

Every conference is top heavy. The SEC just has more teams (3 maybe 4) than the other conferences.
Big 10 - 2
Big 12 - 2
PAC - Utah
ACC - Clemson
Big 10 - 2
Big 12 - 2

Unclear in their description how much of this is based on preseason expectations. They note it plays a role:
I would argue based PURELY on 2019 results, Clemson is too high. They haven't been as efficient in games I've watched them in as other teams, even against GT and Cuse. They were perfectly fine against A&M. I think preseason expectations are still weighing into these ratings heavily
