Clearly define and remove all loop holes and make it a rule of 4-years only. If your name is on a roster by a certain date, that counts a year, period.
You get hurt, you transfer, want to red-shirt, whatever, thats on you.

Isn't that what they already did? They changed it 5 years instead of 4.

Right, with basically no waivers or exceptions besides like military active duty and a few other things. So, exactly what the OP is asking for

I'm cool with this but make it 5. You get a year to make a roster and a year in case something goes really bad.

Exactly how it is now. That was the rule change they made this summer that kicked off much of this.

No they need to create a method to prevent a local judge from anywhere to give a TRO. I'm not in law nor do I care about them because that's why we're in this mess from the start.
