Miami defense is elite but they have Beck who sucks arse and is their Kryptonite. Get to him and they'll win. Their losses are solely on his shoulders. They've smartly stuck him as a game manager because the defense is so good alongside both lines.

As the rule is written that's targeting but it's still a bullshite call the way it's written. If that WR was being headhunted he could've easily decapitated him right there and he didn't. He pulled his momentum up and stood there. He didn't lower his pads into his helmet. There's absolutely nothing a defensive defender could do in that situation. It was lose lose.
