if he had a timeout left, I would agree that he should get the second back with the use of the timeout. But when they move the chains and set the ball, that 1 second isn't enough time to snap the ball.

After further thought. I agree that with only one second left, there was no time to spike it and the game should end. USC should blame this one on Garcia and Spurrier. Not the refs.
