ehh I think it probably has to do with teams being uneasy about taking a player with his type of talent. You have to really be committed to building around him since he's not your traditional QB.
Team needs plays a big part in it too but ultimately they say you should always take who you feel is the best player in the draft unless you have zero need there I guess.

I don't think that has anything to do with it. It's all about Johnny not being the prototypical QB, and GMs wanting to play it safe. If he'd been a saint, it wouldn't have helped him one bit.

For Tampa it was as simple as the need for someone like Evans across from VJax was bigger than taking a QB. Lovie liked Bortles but don't know how he felt about Manziel.
