Oh wait these rules apply to the sudden death playoff not the scores posted from the previous 3 rounds. Interdasting.

Prarie View only finished 97 Strokes back in the Texas Regional. They never quit though.

Not exactly.
Those rules were explaining why they were showing South Carolina in the loser of the tie in the standings... if weather or something else prevented a playoff, that's what would have been the final result.
However, playoff is the preferred method. If you want to see the setup/configuration for the playoff, just Cmd+F tiebreaker and skip to the 3rd or 4th result here:

CSU actually has a pretty good team. I know some of the kids on that team, because my son plays regularly with them as part of his Christian group. Have to root for the Rams

Was hard to find anything on it but CSU Twitter comment implied they lost the playoff by one stroke.
