Doesn't matter. Some Boasberg type hack judge will simply rule that whatever law Congress passes is "unconstitutional" and toss it.

I've heard variations from playing ONLY teams from your own conference to also including rivalry games or SEC & B1G just playing each other.
The other part of this is breaking completely away from the NCAA in just fb or all sports.

College football doesnt need realignment, what it needs is to trim the D1 level from 120plus down to about 60. And let universities play who they want from that group of 60. Schedules would be more balanced and schools would operate under the same guidelines(theoretically you could stop the transfer portal this way) instead of groups of teams infighting. Also the collective bargaining(nfl model) would be worth more than anything the sec or big ten could come up with independently. Fans get better games, schools get more money, coaches could get more roster control. It’s a win for all parties
