Whoa. Per report, Zach Smith's 2009 arrest did not come up in Ohio State's background check when he was hired. Urban Meyer didn't tell anyone at Ohio State about it. Gene Smith learned of it for the first time last month.

After McMurphy dropped the text messages, Brian Voltolini and Urban "discussed at that time whether the media could get access to Coach Meyer’s phone, and specifically how to adjust the settings on Meyer’s phone so that text messages older than one year would be deleted."

I'm not sure they can. If it involved students or players then yeah but this is a coach failing to police his staff. If Smith had committed a recruiting violation NCAA would be all over him and Urban but this is a moral/legal issue that may well be outside their scope.
That said, if more shite keeps coming public opinion may force tOSU to do the right thing.

I am wondering if anything on there could have gotten the NCAA involved? (meaning not related to this issue)
