How do you know what it was?
The story says he was released with a summons, which strongly suggests a misdemeanor charge. A quick google tells me that involves less that $500 in Louisiana.

Loss prevention pretty much never makes a stop on one item or a low dollar amount. Sounds like it was skip scanned at self checkout or falsified merchandise aka ringing up a TV as bubblegum. It was most likely enough to charge (over $100)

I'm sure the cop believed him but had to do something ,so he just wrote summons instead of taking him in .which they usually do.

It actually sounds like an honest mistake, but as someone else said security cameras will tell. Like if he took it out of his cart and put it straight in the bag - that's stealing. If he tried to scan it, and didn't notice a beep that's a little different
