It's been pretty obvious that his dad has his hand out big time and in a super obvious way. I mean he took a visit to A&M a couple weeks ago without his son, the actual recruit . Now I am certainly not saying that LSU is playing some moral game where they won't pay him. It just seems that LSU does not see him worth as much as A&M does right now. Maybe the last minute change was a sign that LSU upped the bid.

Sure. When teams are not in contention you see this happen more often. For instance Bama in 2019 had several players opt out of the Citrus Bowl. LSU is not the only school that has players opt out.
