If you could change one rule in college football, what would it be?

It can be a game rule (penalties, etc.) or structure like conferences, postseason, etc.
Go.
Go.

I'd stop protecting the QB's so much.

The current implementation of the targeting rule

Change Pass interference so it can’t be called on balls out of bounds. At that point I think the QB is taking a chance and it is within the defenders right to protect the sideline.

All teams could pay players. Not just certain teams. Then we could see which programs and coaches can win on a even field.

There are too many transfers now

That’s an interesting one. My PI change I would make would be to make OPI a 5-yard & loss-of-down penalty.
A 15-yard penalty does not cripple a defense’s ability to get a stop the same way it cripple’s an offense’s ability to continue a drive. I think loss of down is a more fair penalty, especially considering that many OPI’s nowadays occur on pick plays and route running in general. It’s usually not preventing an INT like was the case when the rule was first implemented and the passing game was far simpler.

I would allow pass defenders to be more physical without getting PI called on them. Basically allow handfighting, face guarding and bumping, no PI unless you hold onto a guy
The game has tilted too far towards the offenses. This would also make running a relatively more attractive option, which would speed up games.
Crazier choice: ban punting on opponent’s side of the 50. Once you cross you have to go for it or kick the FG. It’s sound strategy anyway, coaches are just too dumb to do it more.

8 or 16 team playoff
The last games would only matter for the 10 to 25 ranked range. The others would about be locks and not care or play all their players. Plus 8 teams would make about 5 to 10 games matter the last week. Now only 2 or 3 games matter the last week

8 is the right number I think.

I'd reduce the number and length of media timeouts. They are killing the flow of the games.

Consolidate officiating under one organization (not the NCAA!) to remove biased officiating.

I'd greatly increase the unnecessary roughness threshold. Football is modern days gladiators and I'd like to see it more violent. No targeting, very little QB protection, etc.

Change the rule to a player being down if they fall/slip or knee touches (the NFL rule) - if your not touched, you can get back up

Fumbles that go out of the back/side of the end zone are given back to the team who fumbled at the point of the fumble.
