It's against the rules. A players pants are supposed to cover the knees completely but they haven't actually enforced the rule in years. Terry McAulay has gone on multiple rants on twitter this season about how they either need to enforce the rule or do away with it. For the record here's one of the images he posted several weeks ago:

The NCAA Changed the wording in the rulebook before the 2022 season to state, "Knee Pads - Knee pads must be covered by pants. Furthermore, the pants and knee pads are recommended to cover the knees. No pads or protective equipment may be worn outside the pants.
Then it looks like they changed the wording again before the 2023 season to state, "Knee Pads - Knee pads must be covered by pants Furthermore, the pants and knee pads must cover the knees"

I was harping on this at the beginning of last year. Either wear the correct pants or leggings that are the same color as the pants. You can’t give today’s players an inch without them going overboard with it. We are one season away from sports bra (bro’s) and booty shorts, two different color socks and two different neon shoes (already seen it). What’s to stop kids from wearing their own choice of neon face masks? The coaches and administrators fear the players.

There are varying lengths, but it's almost impossible to find a kicker with pants that cover the knees. Many will pull socks up to their above the knee pants...but hardly anyone is actually complying with the rule.

OU kicker Tate Sandell had his pants tear/rip in pregame, so he said he just kept pulling them up. He said he had no idea how short they were until he saw the replays. He had an incredible night so as expected he said he was not going to change anything going forward.
