aaaaannnnnddd apparently you didnt bother to actually read the article. This would apply to employees of a covered entity. A hospital staffer snooping and reading the medical reports of a neighbor when they have no reason to access the data. It would also be a violation by the hospital/medical office for not securing the data. A hospital worker can get in serious shite for leaking or even reading the medical information of a patient unless they have a legal reason to. No clue where the reporter got his information and Im sure he isnt saying. If he got it from a friend or teammate of Perkins that is not a HIPAA violation by anyone. If he got it from a hospital employee that is a HIPAA violation by the hospital employee but not the reporter
