You don't. As long as leg cramps exist no official is going to make a fake injury call.

If it's *REALLY* obvious and there was significant delays, the white hat will call his conference supervisor about it and make note in the game report. The film is reviewed and a generic report makes it's way to the conference. If there's any "official" action it will be by the conference and nobody will ever know.

As far as changing the rules, I can't see how they would. It's not like when Grant Teaff ordered the free kick OOB until the game clock expired. THAT did lead to a change.

IIRC that was the 2nd Teaff inspired change....

No huddle only scares Saban, Florida is more worried about power run teams.
