Probably implying that climate change has had an effect, such as influencing the amount of rainfall. Effects like this do occur (recent California drought worsened up to 20% by climate change), but it is too early to tell with this flooding. However, more extreme floods, droughts, storms, etc. will occur as a consequence of climate change.

NBC news reported 30" of rain within the last 72 hours with another 6" expected. That's some epic rainfall.

We have also experienced the longest streak without a hurricane making landfall since 1900. Does that count too? Was the Great Mississippi flood of 1927 also due to global warming?
