A lot of the talent that Tennessee has is from private schools in the Memphis and Nashville areas. Knoxville is decent, but most of the talent is from a few schools like Maryville & Alcoa. It seems like UT doesn't seem to go after the local talent, especially around Knoxville. For example, Randall Cobb is from Alcoa and UT let snatch him up from their own backyard. Harrison Smith (current Vikings safety) is from Catholic HS in Knoxville and Notre Dame got him.
The talent in Knoxville has dropped since about 2007/2008 though.

memphis hs coaches send their recruits to bama (after appropriate payment has been received). nashville kids are into soccer, steeple chase, cricket and ice hockey.

Are you trying to say that Nashville is a bunch of yankees and Tennessee is really just South Kentucky?

Memphis is closer to 6 or 7 more SEC schools than Knoxville. It's basically a city in Ark. or Miss. to most Tennesseans. This year Tennessee has more above average recruits then other years.
ETA: Losing in-state recruits is one of the main reasons Fulmer was canned. He refused to recruit Patrick Willis, Harrison Smith, Randall Cobb, etc while losing out on Donte Hightower and other high level in-state recruits.

Take a look at Fat Phil's recruiting strategy when UT was a top tier program.
Fulmer always snagged top out of state talent - I think it's no secret why he focused on other regions.
Tennessee just isn't a great HS football state.

Fulmers UT got in the bad habit of recruiting nationally.
I can imagine a lot of Tenn HS coaches getting a little offended when Tenn was going across country for a kid they deemed better than the local talent.

You still should have a lock on the top in-state recruits and not have them go to rival schools and become stars while your team is going downhill. Fulmer missed on pretty much all the top in-state talent while trying to raid Georgia.

nashville residents are very southern. their definition of southern is modifyed some tho. middle tennessee has always been different than the south. seriously, hs football, in nashville is not viewed the same as elsewhere. the locals participate in many other sports and the private schools have been around for a long time and have nothing to do with the racial integration backlash. ice hockey teams, equestrian teams, lacrosse teams, wrestling teams, soccer teams, etc are alive and well at the high school level. nashiville is southern but very mid western as well. it's as close to chicago as it is to new orleans and much closer to st louis, cincinatti and indianapolis.

Vandy has recruited Alabama well in the past few years. Some of their top talent are from Bama. Off the top of my head Matthews and Stacy are both from there.

Tennessee is a huge state in a horizontal sense, so kids may feel more attracted to other SEC schools

On top of what Granddad said, there are a lot of transplants in Middle Tennessee. There are a lot from Ohio and Michigan due to there being a couple of car factories here.

and they generally hate nashville and not too damn fond of east tn either. hell, knoxville is a full day's drive away. tennessee really is three different states.
