Fox shoots at 1080p and upscales it to 4K.
They do this because of the inordinate cost of a native 4k broadcast (Which ESPN does a few times a year).
Native 4k broadcasting is not just simply plugging in 4k camera where HD cameras once were. It's 4x the data to transmit, which means more and heavier equipment even down to the camera cables. It also requires significantly more computing power to process 4x the data in real time and broadcast it out.
It just isn't cost effective to broadcast most sporting events in native 4k yet.

Fair enough. TBS, how about just basic full HD (1080p) like, I don’t know, almost everybody else?

not to split hairs, but most, if not all, broadcasts are in 1080i.
That is not true. Fox & ABC are completely 720p. There is a huge chunk of cable only networks that are 720p. All disney/ESPN networks are 720p and same with fox cable channels.
NBC and CBS are 1080i.

Took myself down a rabbit hole and found this article. Probably the most I have understood the problem.
I live in a small city (~100K) that thinks it's more significant than it is, and I spend a lot of time in areas of small towns. It's easy to get the impression that life in bigger cities is a world where technology is passing us by here.
As with so much I learn in listening to the Freakonomics pocast, the issue is economics, but not necessarily that people are being cheap or shortsighted.
Seems like I need to tap the brakes on my expectations for a while.
Digital Trends: Why aren’t sports in 4K and HDR? It’s harder than you think

You’re not going to not watch their sports broadcasts because they aren’t in 4K, are you? And even if broadcasters did want to foot the bill, they don’t have a way to recoup their expenses. It’s not as if they can charge a higher premium for ads just because they upped the video quality.
But also, broadcasters don’t use their own production trucks. They rent them. So, take the onus for investing billions and put it on a third party with no guarantee they’d recoup their costs. Doesn’t sound likely, does it?

It's amazing how much the hard right and hard left hold hands without realizing it.

No, it's because Disney has no cash and can't afford to buy anything.
