It matters quite a bit. Because the NCAA is going to keep pushing. Keep pretending that they're still in charge of all this - until the SEC says "NO". And just like we saw Kevin Warren try, and fail, to have the Big 10 lead a shutdown of college football - the SEC won't be alone. They'll drag the ACC with them. And then the Big 12 will follow. As well as the Sun Belt. Again.
The NCAA continues to make rules - yet their only ability to enforce those rules, at the end of the day - is to deny access to March Madness. They can't touch bowl money or TV contracts. As always, the NCAA trying to create the perception of power. They have none. Especially not when it comes to football.
Football pays the bills at every Division I school. Any school that obeys the NCAA - and hurts college football revenue - deserves the fate they receive. And THAT'S what you are seeing, writ large. The NCAA's only chip in this game was the perception that anybody that walked away from them would have nobody else to play against.
Three conferences called that bluff. They'll call it again.

Your argument as to why an SEC mandate won't change is simply reciting what the SEC's mandate is?
You could have simply stated that you were mistaken that the NCAA has a mandate that requires quarantines for contact tracing at all and that you were mistaken that people have been infected multiple times instead of digging your heels in and crawfishing.

As anybody that remembers high school health will know - if you really can catch Covid19 twice ? Then let's just shut-up about a vaccine.
A vaccine is not possible in that case. At best, you could take a daily preventative - what they call a prophylactic treatment. A condom is a prophylactic, but not all prophylactics are condoms.
And if you really can catch it twice ... might as well end all this nonsense, and everybody just roll the dice.

Or I could simply start with the basics, again: The Centers for Disease Control and Prevention says any person who spends at least 15 minutes within 6 feet of a person who is infected with COVID-19 is deemed a high-risk contact and requires a 14-day quarantine. High-risk contacts can also involve touching or being sneezed or coughed upon by an infected person.
The NCAA adopted those standards in its return-to-play guidelines.
The issues that came up with Tennessee losing 44 players for scrimmage because of contact tracing is why this has become a hot topic. The question left is mostly about clinical judgment?
And the question is: will all conferences and teams being tested have the same level playing field? Will all teams follow the same protocols and procedures so that the perception that one team has an unfair advantage is minimized?
As far as your insistent that no can have this virus twice, even though countries have made the claim, believe whatever makes you the happiest. The evidence, either get qualified through politics or personal preference. So enjoy your personal opinion. But don't hold your breath on that apology.

You can't get over this - or won't. The more the NCAA insists on guidelines that stop these games - the less likely the NCAA exists next year.
I hope they keep it up.
