The committee doesn't rank based on which teams would beat each other. I'd be willing to bet that even when UGA was 1 that every single person on that committee would think bama would beat UGA if they played the following week. We were 1 because we had a far better resume than bama at the time. Bama hadn't beat any ranked teams while UGA had a convincing win over MSU and a win on the road against an undefeated ND in week 2. It's as simple as that.
