The only regulation that addresses a distance is the APFT and it is a two mile requirement . Each qualification school might have a separate requirement . But that isn’t a regulation.

the Army has to have regulation uniforms to fit I don't know about the Navy

I understand that. But we are talking about football here. The Navy Pogues have a competitive advantage. So if the discussion is leveling the playing field the Navy Pogues should be brought up to standard rather than the Army Badasses being brought down to standard.

This is becoming a concern of mine. Not just the weight, but the overall notion that the military rules don't apply to these guys. I'm not a fan of the new rule that allows them to skip out of their service obligation if the NFL comes calling. The whole reason they're supposed to be there is to train to be military officers. Football is a sideshow. If you're sacrificing that obligation to the football gods, then you're sacrificing the integrity of the academies.

Robinson got a waiver, but they stopped those after he couldn't fit in racks on ships. So he was allowed to finish his obligation in the Navy Reserves.

I’m not sure how they do it now but when I was in the Marines you could apply for a weight waiver. The Marines at that time determined your weight by the standard weight to height scale. This scale really sucked especially if you were a weight lifter like my buddies and I. At 5’ 10” my weight max was 189, with my weight lifting I easily hit 215-220. The weight waiver was there for guys like myself but you had to pass 3 different test. First was you had to have a first class PFT, second was a basic BMI by a navel doctor, third was a uniform fit by the commanding CO. You had to wear your different uniforms and he determined if you looked like you should in uniform in keeping of the highest standards of the Marines. If you passed all 3 you got the waiver.
What sucked was after we got back from the first Gulf War and had been home for @ 3 months they did away with all weight waivers. We had to now meet the original standards so lots of guys struggled to meet those standards. I have no idea how they do things now.

I was in the Marines 03-07 and you'd tape out if you were over (I'm 6'0 and my max was 203). A male could be up to 22% body fat with a first class PFT.
Edit: They had gotten rid of the uniform thingy but they brought it back a few years later.
