Austin and it's not even close.
Not so fast my friend.
Houston, TX is now the BBQ capital of TX and therefore, the world.

Stay out of the big cities in Texas if you want good brisket.
What?
Can vouch for Terry Black's, Interstellar, and LA BBQ in Austin, Texas, Pecan Lodge in Dallas, Texas, and The Pit Room, Roegels, Brett's, Killens, Corkscrew, Brett's, Feges, Truth, Pinkerton's, and the Brisket House in Houston, Texas.

That must be that mythical melt in your mouth brisket. Most I have had needed sauce and a dozen beers to make it palatable.
There's just so much fertilizer in this. Texas is littered with places that knock brisket out of the park.
Which specific joints in Texas have you been to?

I ate at the Charleston, SC location in June. Bucket list thing. As you said, wasn’t terrible but very average BBQ. Stamey’s in NC is still the best pork bbq I’ve ever had.

Don't sell yourself short.
St. Louis has damn good BBQ too.

Anywhere on the backroads of Georgia and Alabama.
I would add rural KY and TN but too many of those damn places are in dry counties. I honestly have not been to a BBQ joint in Arkansas so you will have to be the judge.
if you have to put BBQ sauce on it then dont even talk. That means you Texas...
I like cole slaw but not on my damn pulled pork sandwich. Screw you Carolinas.

Pecan Lodge in Dallas
Tell us you don’t know Great BBQ without coming out and saying you don’t know Great BBQ. Pecan Lodge doesn’t close to the top BBQ joints in Dallas. Is it okay…yes but I would pick at least 7 places ahead of it.

name the places in Houston and Austin where you've had brisket that was not good
I have never been to Austin. Hope I never do. And I don’t get to Houston often. But I spend nearly two weeks a year in DFW.
In DFW I have had brisket at Railhead, Heim’s, Terry Black’s, Angelo’s, Risky’s, and several others that were not memorable. I have eaten at Railhead and Heim’s multiple times, I usually hit Heim’s and/or Railhead every trip. I have never had really good brisket at any of them. I don’t order it anymore.
In Houston Pinkerton’s, Rogers, and one other. Pappy’s maybe.
I have been so underwhelmed so many times by Texas barbecue I don’t go out of my way to try new places.
The best brisket I have had in Texas was a Bucee’s brisket sandwich in Terrell, TX during a February ice storm when they were about the only place open.
I have had good brisket at the Front Porch Restaurant in Hattiesburg, MS. I always get it and it is always good.
I think these high volume barbecue joints cook way too much way too fast for it to be worth a damn.

The definition of what is BBQ can distort things as well.
Most places in Texas think BBQ is beef and everything is sliced. Though I will give kudos to the brisket that is popular in Texas and will acknowledge that can be considered BBQ in a grand sense.
Real BBQ is Pork i. e. Ribs/Pulled Pork and then Chicken.
In Mississippi, there are dozens possibly hundreds of great BBQ joints/restaurants scattered around the state. And the same is true in most Southern states. Not sure how you can really say one or that one city/area is the best. For the most part almost all them are very good and generally have something on their menu that is their specialty.
Just my two cents on this subject.

It's definitely between Bama and Mississippi.
You have no idea what you’re talking about. Mississippi, inexplicably, has almost no BBQ culture.
